Stuttering and rough framerate, new to the whole PC scene

Hey guys, I moved over from XB1 a while ago but I've had pretty consistent stuttering and framerate. I'm not sure if I'm doing something wrong or my specs just can't play along. I'd love to have 60FPS but I'm thinking that might not happen.
