How much of the traveler and black fleet stuff were the cabal aware of (before torobatls destruction)

We know that gaul was taught about the traveler from an early age. and it seems the cabal themselbes (or atleast the consul) coveted it and its power. i've no verification for how long ago this way (pre during or post golden age) but it got me thinking. how much of the paracasual shenanigans did the cabal know about? if they coveted the traveler, why not try and fight us for it during the golden age (or after)? were they scared of rasputin? or did they know something was chasing it and decided it wasnt worth inviting that to their door?
