I plan on being nude at the pool is a beach cover up enough to wear to go to the restaurants for breakfast and lunch? Is a mesh or knit cover up ok? Or do I need to be fully covered?

When my wife and I went, we saw several people with mesh/knit cover-ups at lunch, but most people were covered.
At dinner, you must be covered.
