Pants causing hair loss

A coupe of years ago I switched from wearing boxers to compression shorts for about ~4 months. Shortly after, I began noticing hair loss on the front of both of my thighs. I stopped wearing the compression shorts but the problem has persisted (and possible worsened?) There are large, mostly hairless spots on both thighs with red bumps. I often wear jeans at work and I think those may cause friction that have prevented the hair from regrowing.

I get self conscious about this and would love to correct it. I have to wear pants for work so Iā€™m not exactly sure how to go about fixing the issue without wearing insanely baggy pants. Does anyone have any advice here? Are there any products I should be using on my skin?
