My grandfather was born in Mexico as a citizen. My father (his son) and I were both born in the U.S.

I read that Mexico changed their constitution so people can now claim citizenship through their grandparent if their parents also claims their nationality. If my dad refuses to claim his nationality and my grandfather is dead, is there still a way for me to claim Mexican citizenship?
