How can we make the I35 service road at 380 more safe?

If you're familiar with the area, you know that it's always been left lane turn only, right lane turn and can go straight.. with recent changes now both right lanes can go straight since they added a new lane but almost everyday this week I have seen someone or been cut off by someone turning left in the far right straight only lane.

I also always get that douchebag that pulls out infront of me(they're going west on 380 turning right onto 35 service road) when I'm going through the light and I have to slam on my brakes from 45-50mph down to 10 mph.

Anyways, how can we improve this intersection and who do I need to contact to get changes made? I'm thinking add more signs signifying the lanes further back and/or paint them in the lanes further back. Maybe the illuminated arrow signs that show straight only, or left and straight, or turn only?

It's just an accident waiting to happen.
