Why did Akaza show up at the Mugen Train crash site?

Watched the movie again last night when it kind of hit me, why was Akaza at the crash site? Enmu didn’t plan for the hashira or band of demon slayers to board, this is mentioned more than a few times throughout the film, so it wasn’t some coordinated attach on the flame pillar. Enmu was simply planning mass consumption to become stronger, I would assume an upper moon would have zero cares regarding the day-to-day activities of a lower moon so he really wouldn’t have much of a reason to be close by and hear Enmus cries. His conversation with Rengoku seems informal to the point that he didn’t know who he was when he originally showed up, nor did he know of his power before the first slash that split his arm, so he didn’t originally plan to show up in an attempt to corner/kill a hashira. He keeps saying he needs to talk to Rengoku but again he didn’t even know of him before lunging at Tanjiro. I can understand that all demons are linked to Muzan so maybe he sent him, but if that’s the case why did he not immediately send Upper 1 after them when they originally confronted Rui?

So, why did Akaza show up? Was there something I missed? He didn’t leave with anything and only attacked Tanjiro based on his weak state NOT because of his hanafuda earrings (states this more than a few times). Just strange to me.

Edit: did I miss something with these “out for a stroll” comments?
