Does money help reduce poverty?

So my teacher whom I respected who also is right wing told me that it's proven that money doesn't help in reducing poverty. And that the only way to combat poverty is in change of culture and education. I argued that education also needs money but he said that success stories are those which have minimal money invested into it. And he wants me to find sources which that debunks his claim. Any sources?
