It sure isn't because we are more healthy
It's interesting how they didn't include the UK in this figure, as on average, UK citizens visit the doctor 3.3 times a year. But, this doesn't have nuance, because there are groups of people who visit the doctor 5 times or more, because they are managing chronic conditions, and so other groups without medical conditions need to visit the GP less frequently.
Also, the number of visits doesn't equal good medicine, as there are societal changes you can make to keep your population healthy and so they don't need to visit the doctor, and it's cultural, as some cultures will visit the doctor for minor ailments or general health checkups, where as other cultures only visit the doctor for very serious conditions and treat everything else at home.
