Just to clarify, This is a proposal. Not a actual amendment.
Since time immemorial, the City of London has existed as a semiautonomous city-state, located directly in the middle of what many conventionally think of as 'London'. This city state is far, far older than the urban development that surrounds it, dating back to the days of the Romans themselves. William the Conquerer himself recognized the power of the city, choosing not to conquer it and instead grant them the same rights that they have always had.
Even in modern day, the City of London still holds sway. The Queen must formally ask permission of the Lord Mayor before entering the city, and the city owns many historical lands outside its own borders.
I propose that a position be created, to add historical accuracy, The Lord Mayor of London. This man or woman will possess little power, instead existing as a ceremonial title, with full voting rights on the ministry. He will be chosen, in a simplified version of the IRL election, by a council of Alderman from the council of Alderman. A simple majority vote within the CoA takes place, and this Lord Mayor will (again in a simplification of the current system) remain in power for one term, with the same term length as other ministers. Upon the term ending, he may be reelected for as long as he wishes to run.
The Council of Alderman will consist of, in a version of real life, parties and councilors. Parties shall never make up more than half of the council and as such, the number of councilors on it will fluctuate. Alderman shall have no other privileges from this position other than the election of the Lord Mayor. Alderman will last one term, lasting the same as the ministers and then choose their own successor before leaving office. There is no term limit.
As for the Alderman, there will be 12 on the entire council, six parties whose votes will be decided internally by the party and six actual councilors. These first Alderman will be chosen by a council consisting on 1 party member and one independent decided upon separately by each party. To clarify, each party will choose a single member of their own party and one independent to help decide the first Alderman. They will vote on the first six Councilmen members of the CoA. An Alderman may not be on the Ministry but may hold any other position.
The province of London will be under full authority of the Lord Mayor, he will receive money from the ministry and may order any in-game minister to improve London using his budget. He will not participate in the sessions, although he will be considered as a member of the ministry for all intents and purposes. And he may not hold any other ministerial or Judicial position while in office.
Any further Lord Mayors may be appointed following this format by a law proposal.
The reason that this is so complex, is because the real life election is complex, even more so than this. This will, I believe, add a nice historical aspect to our game.
