7020 MT budget build suggestions needed

picked up a 7020 MT with the i5--4690, 8gb ram and a bonus AMD Radeon R9 380 series gpu for 55$ off Facebook market with the goal of upgrading/building a budget sleeper PC that can play GTA online and everyday browsing/movies etc..

In order for the gpu to work i ordered a 600w psu with the 24 - 8 adapter. I also applied new thermal paste, added 16gb of ram making it 24gb total and bought 2b SSD and used it for the OS which I used a tiny version of windows 10 pro and saved the 256gb 3.5 hdd as additional storage for the game/ saved stuff

It turns out I can play gta with this setup but I would still like to upgrade a little more...I don't know much about cpu/gpu combos/ bottlenecks etc so i have been trying to google "7020 gaming builds" and reading what other people used in their builds and then looking at the prices etc...

For the cpu I read that an -i7-4790K or i7-4770K would work. I also recently was told that a xeon 1281-v3 ( or something like that) would be the best? And as for gpu's i have no idea except for not wanting to pay for than $300 for one.

What do you guys recommend for cpu/gpu combo? Any other suggestions/ideas etc?

Eventually i would like to try and get a RGB fan in there. I have seen some that look like it would fit/replace the dell cpu /fan. Or might even look into a case swap eventually?
