Booting issue

Dell Inspiron 24-7459 all in one Bios 1.10.0 Windows 10
Was stuck on “Did not shut down cleanly…..”
Completed full diagnostic test on bios all passed.
Machine then attempted automatic repair.
No fix.
Then went to PXE-E61 and PXE-MOF fault screen.
Tried to boot from windows USB, wouldn’t move past logo and spinning dots.
Tried Windows 10 usb reinstall and now getting this loop. Picture attached.
How do I fix?
Factory reset? Bios reset or something?
