Delaware State Police officer is accused of abusing his police authority to rape a Georgetown woman in 2022.
Officer Kenneth L. P. Haynes is accused of raping the woman in a lawsuit filed last week. It claims this occurred after he had responded to multiple domestic disturbance calls at her home that year.
In a series of emails, Delaware State Police did not comment directly about the allegations, citing the "early stages" of their criminal investigation. DSP said they were "notified of this" on July 29 and immediately began an investigation in tandem with the Delaware Department of Justice's Division of Civil Rights & Public Trust and the Office of Professional Responsibility.
They said the department takes such allegations "very seriously" and that Officer Haynes had been suspended with pay, per department policy, pending the outcome of their investigation. Their statement emphasized a commitment to conduct a "thorough and impartial review" of the allegations.
