Why isn't self-mill more popular?

You'd think milling out 1 person to win would be better than having to mill out 3, but most of the degenerate mill decks I find are just regular old mill.

Is it because most commander players don't like combos and most self mill strategies only require 2 cards to win? Is it too fragile a game plan?

I feel like self mill is such an underrated strategy.
