i need help with a cipher, i have the cipher text and the solve but have not been able to see how it was done,

cypher text 11124916621518162421517 and the solve is TREASUREISLAND or DNALERUSAERT

i know you have to break up the number to something like this 11, 1, 24, 9, 16, 6, 21, 5, 18, 16, 24, 21, 5, 17

and get KAXIPFUERPXUEQ , some people said to reverse it to QEUXPREUFPIXAK and run it through a caeser, some people said a shift of 3, but for the life of me i cant see how they came to this conclusion, help me understand this cipher please
