When the Personal Council heard that the Tenebraen wanted a union, they help a special meeting to discuss this matter and came to the conclusion that it would only benefit the Rewbokh to push this matter further. A messenger was sent to the Tenebraen and a meeting was arranged. Finally the two nations came to an agreement on how this merger of nations would work.

• The boarder between the Rewbokh and the Tenebrae will become an open boarder.
• The Tenebrae will allow the Rewbokh guilds to operate in their territory and allow The Mining Guild to open, operate, and profit from two mines in Tenebraen lands.
• The Tenebraens will have 2 seats on the Rewbokh Personal Council while the Rewbokh will have 3 seats on the Tenebraen Imperial Senate.
• The Council of the Duel-Monarchs will be created with 11 seats on it to control the Duel-Monarchy. There will be 5 seats for the Rewbokh (1 for the king) and 6 for the Tenebrae (1 for the king.)
• The Rewbokh will give the Tenebraen a herd of horses.
• The Tenebrae will make peace with the Dipolitans and seek to join them in an alliance.
