An anarchist perspective on anti social behaviour

So the phrase "anti social behaviour" often gets thrown around a lot by the local news media here, but the term seems quite nebulous. It seems to encompass everything from property damage to just being homeless.
I was wondering if there is any anarchist texts on this subject, or, failing that, if anyone can give their perspective. Mainly looking at how the state uses anti social behaviour laws to enforce certain rules on people, and the effect this has on marginalised groups.
