So apparently, as long as you die on the area where the pad is, you will still escape. While downed and being executed, nothing will happen, but about halfway through the animation you'll get out.

This means that as long as you stand directly where the exit is going to appear, it's literally impossible to be stopped by the Hunter.

This combined with ragdolling working, revealing not kicking in until about 10 seconds before the gate opens, and the fact that you can hide in tunnels and under rubble while downed and let the incredibly long bleedout timer expire, it really just isn't worth it to even bother chasing down scavengers during the escape sequence unless they are WAY out of range.
