I think the game had a heavy emphasis on environmentalism that most people seem to overlook, you can easily see "chiral levels" as being related to Co2, the whole mass extinction thing, the oil-like tar, and the contrast between the cities and the very untouched nature, especially against some of the more decayed architecture.
You can build highways, which while it will help you a ton, it also requires a huge amount of resources that you gather around from either the facilities or just scrounge up. The end result is a long, formed road floating through the levels with tar dripping off of it.
I'm not sure how much of it was intentional but I'd be interested to see how many others see the parallels.
