Ammo problem in DS1

I'm playing with just the plasma cutter, but I'm getting flamethrower fuel, line racks, ripper ammo, plasma rifle ammo. I had read that you don't get ammo for guns you don't have, but I am. This is causing me to run out of ammo (that I can use) all the time, making the game very difficult. What do I do? Is buying those weapons my only option?
