What happened to the cloaking device technology the federation captured in ‘The Enterprise Incident’

One of my favourite season 3 episodes has Kirk’s crew infiltrate a Romulan vessel and steal their cloaking device. However, we don’t see federation ships making use of this technology even nearly 100 years later.

The only federation ship I remember using one was The Defiant and that was only after the Romulans allowed their use in the Dominion War. However, by this point the technology behind it would have been easily accessible to federation science teams following that mission but also with 50 years of peace with the Klingon Empire - also from the warbird Kirk brought back to Earth in Star Trek 4.

We also don’t see much reference to the firing while cloaked technology of Star Trek 6 which would have had some very obvious advantages against the Borg or the Dominion. There are concealed bases in Who Watches the Watchers and Insurrection but those are holographic projections rather than true invisibility I understood it correctly. But even then the holoship from Insurrection in the lake had its own cloaking device.

Like I say, I loved the episode but it feels as if the fallout of the mission could have been a season long arc on its own and I’m surprised there’s not more use of the tech in the federation afterwards.

Which is why there is supposed to be a Romulan on board the Defiant if they use it. They forgot a few times.

I believe the official explanation was that the officer was only needed initially to operate and test it during the initial testing phase. The design provided by the Romulans was one that they still had the means to track but was sufficient for their mission needs. Besides, at the time the Romulans thought they were getting the better end of the deal by effectively giving them zero-risk access to the Gamma Quadrant data via the full disclosure agreement. Better to let Starfleet think they have a fully functional cloaking device while the Romulans are secretly keeping tabs on how it is actually being used, to their advantage.
