"(Jean-Luc Picard) is one of the very few non-Klingons enshrined in the Hall of Warriors," with a statue.

This notion is not of my own creation, it's derived from Dayton Ward's novel "Available Light." In which, it is stated that a Hall of Warriors statue was conferred upon Jean-Luc Picard, "Placed there by Gowron, as thanks for Picard's service as Arbiter of Succession."

My question is, who else that we know, or hypothetically, what other plausible aliens, might there be in the Hall of Heroes on Qo'nos?

Archer? Not likely.

Kirk? A political impossibility.

Dax? Curzon was a talented Klingon-friendly diplomat and a good friend, but never (so far as we know) a talented warrior. Jadzia achieved Curzon's vengeance against the Albino, but her only surviving Klingon witness was a drunk has-been who was shortly killed in the Dominion war.

Would the other non-Klingon Hero statues be pre-Federation? What other in-Canon possibilities, or in-universe stories might we come up with to support this statement in Dayton Ward's novel?

I don't think Kirk was a political impossibility, the criteria is Warrior after all and despite the disdain many in the Empire felt towards him over certain things there was no denying that. If anything it may have served their purpose to glorify him as one of their "ultimate rival" as a popular counterpoint to their own stories to further their own sense of glory and honor. Klingons love a good story after all and this would totally play into that cultural niche.

True, but Picard and his role in Gowron's succession was a part of recent history that was likely widely known so erasing that would have been viewed as too blatant so long as there were those around with a living memory of the truth. Better to relegate the statue to an obscure position in the hall than remove it entirely as that could have been pointed out as a clear attempt at revisionist history and raised questions about any minor "corrections" he was making elsewhere.
