Why does Tom Paris have Starfleet pips and not Marquis?

I have just started rewatching Voyager and I was wondering what the reason was that Tom Paris was given Starfleet pips and not a Maquis bar for his rank?

My first thought is that he was Starfleet before joining the Marquis, but so was Chakotay.

So you could ask why wasn't Chakotay given Starfleet pips instead?

The difference between Paris and Chakotay leaving Starfleet is that Paris was pushed out and Chakotay left. Surely this would lead to Chakotay being more likely to get Starfleet pips over Paris?

One prominent theory as to why Harry didn't advance is that Harry himself didn't want a field promotion and asked Janeway to hold on promoting him until they returned back to the Alpha Quadrant. It was a symbolic gesture for him as he was considered a member of the senior staff and given many duties, responsibilities and privileges beyond his official rank but Harry himself wanted to hold onto that moment until he was home and able to share it with his family and friends. I suspect that when he did get back however that he skipped a grade in recognition of his years of service and duty.
