Data was very clearly against the idea - he had just defended himself and seemed to believe to the core that Lal should not be separated from her. But then he followed the order to transport her away without question (before Picard belayed it). This just does not fit in line with Data's characterisation and his other actions and speech in the episode. He is certainly capable of disobeying orders; and just seconds before what he said seemed to imply he would resign his commission before allowing them to take her.
So why did he follow the order so simply?
