Is there any evidence that Starfleet engineers reverse engineer anything?

It has been lampshaded in canon just how ridiculously good at their jobs Starfleet engineers are, they are like the Star Trek universe's MacGivers. Yet they constantly come in contact with new technologies, technologies superior to their own, and they have no idea what to do with it, even when it seems there should be good reason to get all the mileage you can out of the technology. Voyager got their hands on a transwarp coil, and even though at the end of the episode it "gives out" the technology can't be that unfathomable since it is compatible with Voyager's systems, they should be able to build another.
