Who got the court martial for the enterprise D?

As we find out in TNG with the stargazer when a federation ship is lost or destroyed the commanding officer is given a court martial or inquiry is the better word, to find who’s at fault. So when the Enterprise D was destroyed was Commander Riker given the court martial or was it Captain Picard seeing as to how Picard was still in command just not on the ship?
