Best place for base?

I'm currently settle myself in Tula to grind for exp and reputation. I'm level 37 and I made 230 sausages and 110 dried fish, which are too many and very heavy ofc. That lead me thinking, where should I build my permanent base? I had never thought of setting up a permanent base before, where I could later build buildings and store my food and stuff. I'm playing in latest version (v.769) btw.
