Motorboat still runs without fuel? Is that a glitch? Is there any drawbacks from doing so?

New player here. I ran out of fuel on motorboat because I was a dumbass and forgot to refuel when I went back from Fishing Village after I sucked Leningard settlement dry of money with my hunting rampage. I panicked when I saw the fuel meter halfway but somehow the motorboat still ran albeit with significantly reduced speed.

Was that a glitch or I indeed could save approximately 400 rubles worth of fuel for two way trip between Leningard and Fishing Village? If not a glitch, is there any drawbacks from doing so other than taking more time, like more food/energy/water consumption?
