"We were not the first here, but we are terrified of them. Stories passed down generation to generation from the founders of our cities tell of barbarians, cannibals. They tell us of a people called Daugani who eat their own kind. In the stories the Daugani have camps that stretch all the way to the horizons, all the way to the mountains to the northeast, camps that hold billions of cannibals. This is why we stay in our cities, hiding behind our walls, because if we do not stay in the safety of walls the cannibals will come and kill us."
The four tribes of the Tupai, the Lugai, the Rrot, the Feem, and the Vate, work together to protect themselves from the cannibals, trading grown crops when they can and providing help when a city is in need. Each tribe controls a city along the southern coast of Noon where they fish for a living. Their lives are dominated by rules and practices, everything from how one is buried to how a canoe is built has strict rules and regulation which are followed by the Tupai to separate themselves from the barbarians. These rules are enforced by other citizens.
They live in fear of outsiders, and will run if any large attempts at settling near them are made.
