Good beginner bass

Me and one of my friends are going to by our other friend a bass for his birthday. The guy were getting the bass for has never played before but is going to start so we can have a band together. Any suggestions on good beginner basses or ones that aren’t crazy expensive. We’ll most likely but one used so we can get a better quality bass for a cheaper price. $300-$400 would be a good price.
