Can one of y’all explain this to me?

I’m having a tough time grasping all out slaughter. It doesn’t really seem that good as a once per battle ability. One infantry unit attacking twice. It does fit with our ‘wait for the perfect time to strike perfectly’ thing but it would be nicer if it was once per turn any combat phase. Maybe I’m misunderstanding its use? Can one of y’all explain it me? Thanks sorry
