Game constantly stutters and feels anything but smooth despite high end rig?

While I hit high frames, mid action on any level results in constant dropping in frames, stutters, etc. It's a miserable experience!
My current specs are rtx 4080, i7-13700k raptor lake, 32gb ram, 750w psu. I really shouldn't be struggling with this game so much. Does anyone have any optimization or tips to get this to run smoother?
