NPC summons not showing for boss battle

NPC summons not showing for boss battle - SoTFS

Hi all,

Wondering if I'm missing something. I'm at the Lost Sinner fight (SL70) and even after using a human effigy I do not see the summon signs for either Sellsword Luet in the jail cell, or Lucatiel of Mirrah near the bottom of the lift.

Am I missing something? I know you need to talk to LoM in Tower apart which I believe I did, but not sure on Luet. I watched a quick Youtube vid to ensure I was looking in the right place.

I'm trying to use the NPC's since I'm having a hard time finding anyone around to co-op her with.
