How does scaling work in this game

I keep seeing people talk about how scaling is weaker in this game or something but i dont think i understand. Im going for a full dex build in this game and im using a 4 falchion that seems to be doing pretty good with 16 dex i think. I beat the pursuer last night and did good damage against him as well. Any help is appreciated
