How worth is celerity? Why is it better than transcendence?

Ive been going ghost flash darius recently, and ive been wondering how good celerity was overall, most people in general say its way better than transcendence but I fail to see why, CDR is super valuable on Darius so I can get more Q's in earlier, and with it I can viably go frozen heart, visage, and be super tanky, so Im here to ask is celerity really more worth it than transcendence? it only adds 2% more MS, does that actually make a difference? is it better with ghost? the ad it adds is pretty negligible, so I dont see why people would take it because of that, why do people say celerity is so much better than transcendence?
