Level 1 W cheese viability for the next season and overall

We all know the strat where we hide in the foremost bush, Start W, wait for them to overextend for CS, and then just walk up and keep autoing with W weaved in until they flash or die, I know this strat isn't always viable at Dia and high plat maybe, However is this strat even worth it most of the time? I've had some ranked games where I did the strat with ghost, to end up killing them but only have them TP back to lane making me half hp while their full, so I either get bullied out of cs or back regen and miss xp, If I do the strat with TP it fails a lot even with MS quints against some champs and I end up potentially having to pop flash to get the last auto off, or just bully them out of lane with the bleed with no first blood. All in all is this strat even worth an attempt anymore at all? or is it just too risky? (Ive had a few games where I ended up giving first blood in return and having the enemy top laner snowball out of control, quite embarrassing) On top of that now that runes will be removed will this strat be viable at all in the next season? Are there any keystone trees that suit this strat in terms of the attack speed, damage and movement speed required to pull it off?

TL;DR: Is level 1 W cheese viable or too risky and not worth? How will it fair in the next season with the removal of runes?
