Kidnapped Children...

I haven't rewatched the show but I was curious as to why Noah was using Helge to kidnap children and put them in the "electrical chair" looking device. What is the purpose behind that?
Edit: Poor choice of words... I didn't mean to employ the use of Helge. I just wanted to understand why they were kidnapping kids.
