A bit disappointing to see not many people were involved in the discussions, so I'll be interested to see the people's will in this vote. Do keep in mind this is expressly to give the people a democratic choice in local governance as opposed to a top-down approach, which I thought most were against.

The passage of the bill would enact the following:

The passage of this act will officialise cnamav's provincial borders and grenade's subdivisions of NDZ, both of which I refer to as "localities" in this act. The borders of these provinces can be altered, expanded, or abolished with a simple 50% 1 direct democratic majority vote.

Provincial Consuls will have the first-priority authority to do the following within their given locality:

*Take a census of residents who reside within that locality, separating those who had been there for longer than 7 days at the time and those who haven't.

*Survey the land for any unregistered or foreign properties.

*Make plot maps of their localities that allocate both current and/or future potential use.

*In provinces that have home rule, the Provincial Consul is responsible for keeping track of any local elections and reporting their results to the Interior Minister.

All of the data collected by the Provincial Consuls are to be submitted to the Interior Minister at least twice per month. The Interior Minister is beholden to accept the findings, but they may formally dispute them at their discretion and carry out the tasks themself. Citizens of the localities, if they so wish, may then overrule the Interior Minister's data/findings through a 50% 1 majority democratic vote. As a final stop-gap, overridden Interior Ministry data/findings may be reinstated by a 66% democratic vote from the citizens of the entire FDR.

Provincial Consuls are rolling appointments and so remain in office even after the departure of the Interior Minister that appointed them unless otherwise stated.

The Interior Minister has the authority to appoint and recall Provincial Consuls. Citizens may recall their appointed Provincial Consul through a 50% 1 majority democratic snap-vote and instead elect their own. Elected Provincial Consuls have a term of 1 month but do not have term limits. The Interior Minister may not recall Provincial Consuls who were elected (though the citizens that elected them may) but may appoint a new one at the end of their one month term, in which case the process starts over again. Provinces with home rule get first dibs on choosing their own Provincial Consul within the framework of their local code. If they do not elect one, one will be appointed for them.

Any Provincial Consul may resign at any given time. If they were elected, a new election will be held. If they were appointed, the Interior Minister may appoint a new one.

If no one in a province wants to be Provincial Consul or if a province has no residents, the tasks default to the Interior Minister as they usually had before the passage of this act.

The appointment of Provincial Consuls are subject to the rules outlined in the Executive Transparency and Accountability Act of August 1, 2022. Provincial Consuls cannot make their own appointments.

NDZ Tribunes:

Within NDZ, the localities of West Vale, the DanzShaft (including the surrounding favelas), and Old Town may choose to elect their own Tribunes through a 50% 1 majority vote. The rules that regulate the relationship between the Provincial Consuls and the Interior Minister also apply exactly to the relationship between the Tribunes and the Provincial Consul of NDZ. NDZ Tribunes adopt the tasks assigned to the Provincial Consuls, but only within their own locality.
