Throwing this out there to discuss as we approach the September elections. In case no one runs for a particular ministry position, this would ensure that the ministers that that are elected are authorized (and feel authorized) to perform the duties of the absent minister, as well as appoint someone to the position mid-term.
Second Draft, allowing for collective decision making in the absence of an appointee or an existing minister taking over a specific responsibility. Added delegating taken-over responsibilities to appointees within another ministry. ensuring this remains a power-of-last-resort.
Article III. Government Positions
3.6. Ministry Duties Continuance
Because citizens may hold only one office at a time, in times of low activity it is possible that a ministry may not have a minister elected. If no one is elected to a ministry position, the responsibilities of that ministry shall fall to the other elected minister(s). The elected minister(s) can either take on those responsibilities personally, delegate them to an appointee(s) in their own ministry, or appoint someone to fill the empty ministry position(s) in full until the next election. If another minister does not take on a particular responsibility of the empty minister position, and no minister is appointed, citizens can propose and vote on actions that normally fall under that particular responsibility of the empty minister position.
