As we all know, this iteration of Danzilona is still very much a nascent city. Given recent constitutional reforms that emphasize the importance of delegation within a ministry under a single elected official, I thought I'd put forward a fairly uncontroversial idea to close some loopholes I could see emerging. Part of the intent of this bill is to prevent of the formation of miniature shadow cabinets that may form in a growing Danzilona and to promote visibility of existing government activity to the citizens. It's also a nice way of simply recognizing the work of someone who wouldn't otherwise hold an official title.
1. In accordance with the values of democracy and the process of public engagement, any individual or group of individuals appointed by a government official is to be recognized as a member of the government in their own right. Appointees will therefore be held to the same ethical standard as those who are elected.
2. It is incumbent upon an elected minister to make known to the citizens of Danzilona any appointments they make. This can include the creation of new government positions, the formation of (temporary or permanent) commissions, and the use of any third party to carry out constitutional duties of the ministry. Appointments on a given month can be announced any time after election results are posted.
3. Disclosure of an appointment must include the given title of each appointee, the names of the corresponding appointee(s), and a brief mission statement clarifying the role or purpose of the title(s).
4. Information about appointed officials is to be made as readily available to the public as that of elected officials. Existing lists are to be updated to include them and will be adjusted over time accordingly.
5. Failure on the part of a minister to disclose delegations related to elected roles will be regarded as a breach of public trust. An automatic recall vote is triggered if it is discovered that this has occurred beyond all reasonable doubt.
This is still a draft. It is not identical to the bill that will come to a vote. I'd be interested to hear people's ideas.
