I know that the planets scale to sector size, and that setting the sector size higher causes the universe to seem much larger, and longer to navigate. This puts a soft cap on resources in the way that not many people like flying around the universe forever to find things, yet there is no way to put hard boundaries on the universe without locking ALL of the boundary sectors manually, which is neither effective or efficient. I know that it is possible to set the shop spawn rates to such that they are virtually non-existent, and to remove the ship catalog to remove the ability to spawn in ships from the outside. I am also to understand that by not giving the pirates the ability to spawn ships you could effectively set all the reasources in the universe to be fixed, barring people botting farther out into the universe due to the inability to set a hard cap on the boundaries. Doing these things, along with giving players only the basic devices, and the basic set of factories would create a civcraft-like experience in space. giving players each a medium sum of money and removing the money death penalty would cause the maximum amount of currency within the server to be fixed based on the amount of players on the server.
The only things that bar a "Civcraft in Starmade" server from happening is the ability to:
1) Effectively set a hard boundary
2) Set up a permanent server, as no one wants to play on one hosted from some poor mans computer.
Edit: 3) It would be tricky to get players to random spawn on different planets.
Edit: 4) I may have overlooked the question of "Can you remove faction base indestructibility?"
Edit: As of yet you cannot remove the base indestructibility directly without removing faction blocks. There are ways around removing the faction block, however they require lots of management.
