Half in part due to the disorganization I've seen run rampant through our the mess we call the Danzilonan Federation and half in part due to the utter crap I've seen from a select few people of our great DZF, I'm writing this proposal to finally pass a Danzilonan Constitution that we can get behind and enforce.

Danzilonan Federation Constitution

Preamble

This document is the natural culmination of the rules, laws, and legislations that have been created within the Summer of the year 2014 by different members of what has been called the Danzilonan Federation. The purpose of this document is to provide overarching law that applies to any and all cities that agree to be bound by the writing henceforth contained. The laws of a city that agrees to this document may not, under any circumstances, conflict with the rulings laid out within this documents. May the constitution lead all those who agree to call themselves Danzilonan from this day, September the first, 2014 AD.

Article 1: Danzilonan Bill of Rights

All citizens of the Danzilonan Federation are hereby guaranteed these rights to their person without any fear that they may be taken away. A citizen of the DZF is entitled to these rights anywhere within the DZF's domain. This DZF citizenship is overreaching and is applicable to any DZF citizen, as long as they have recognized residence within a city/town of the DZF. All DZF citizens must have a specialized residency in a town within the DZF, even if they may live within a territory or colony rather than the city itself.

Each DZF citizenship must include a claimed residency within one of the towns of the DZF and be approved via a democratic vote on /r/Danzilona or /r/DZF with a 66% approval and with at least 10 people voting. Dual Citizenships are permitted between the DZF and other towns/nations, but each citizen to claim this status must be approved via a democratic vote within either /r/Danzilona or /r/DZF, where they must attain 75% approval with at least 10 people voting.

The Rights are as follows:

• All citizens have the right to verbally express their religious, political and social views, without fear of retaliation by the government or other citizens.

• Religious Freedom is non-negotiable.

• A citizen's being and property are protected by the Federation. Any acts of violence, vandalism, murder or pearlings will be treated as a crime, regardless of intention.

• No Federation citizen may be detained unwillingly for periods in excess of 1 hour without due process.

• Every citizen has the right to vote on respective federation representatives.

Article 2: Land ownership

The towns within the Danzilonan Federation are, without exception, a part of the Danzilonan Federation. All the land owned by a town that has agreed to this document is recognized as Federation territory.

Towns are free to create and establish territories and colonies outside of the DZF land claims if they do not infringe on other sovereigns nation's claims. The territories and colonies are to property of the Danzilonan Federation first and foremost. The town that established the colonies and territories can be recognized as the steward or governor of the land, but the land is not owned by them.

Towns are given control of a portion of the DZF land when they are admitted to the Federation. They may expand or reduce their land claims as needed, provided a democratic vote is held with a 66% majority in favor of the new land claim. Any town may apply to join the Federation as long as they provide a governing document for their town, the IGN of the current leader of the town in question, names of 5 residents of the town, and a map with clear borders of what their towns borders will be. A town relinquishes control of the land back to the DZF should it disband or leave the DZF, unless the Federation as a whole has collapsed.

Individuals may own property and land within a town as the town sees fit to permit, and they are allowed possession of the land as long as they remain active. This ownership will not be violated unless the player in question violates the rights of other Danzilonan citizens or falls inactive for a long period of time without reason. Any encroachments on a person's rights, property or person will be dealt with by a court of law should the violated ask for intervention.

Article 3: Governance

Structure

The DZF is comprised of 2 distinct levels in regard to it's governance. The state is comprised of the official towns of the DZF. Towns themselves are comprised of smaller units, such as their colonies and other towns which aren't officially recognized as DZF towns.

The federal level is a collective decision-making body made up of representatives from the various state-level units.

Federal Council

The Federal Council is the official governing body for anything that involves federation-wide matters. Each state has one representative on the Council, chosen by whatever means they sit fit within their own cities. Additionally, there is two at-large Council representatives to start with who would be elected by a popular vote using the A.V. system from all eligible DZF citizens. For every two towns which are officially added to the DZF, one additional at-large position is added.

President - The official head of the DZF and the first point of contact for any diplomatic issues which may involve outside entities. The president is elected via a popular vote (preferential style) of DZF citizens. This position serves as one of the two Senators in the U3P.

Vice President - The President's backup, able to step into the role immediately should the President go inactive, get pearled, etc. The VP is chosen by the Federal Council. This position serves as one of the two Senators in the U3P.

Role of the Council

The Council works to develop and implement federation-wide institutions, like a judicial system and security implementation. They also have the power to appoint people to serve in unofficial advisory positions to help work on issues. They also work with the President and Vice President on matters related to the U3P and foreign relations. Lastly, they play a role in casting votes on federation-wide votes.

Voting

In recognition of our strong tradition of local input, votes held at the local level are to be handled exclusively by the states. If residents of a state find that their local leaders are corrupt or anti-democratic, they may take steps to advocate for reforms or move join a federation city which more closely matches their ideals. On federation votes, weighting will be split between the Council and the People at 50/50. For example, a vote to implement a law federation-wide must receive a majority of support from the Council and from the non-Council members in the DZF. Should a vote fail in either area, the vote would fail. The Vice President will only cast a vote on the Council if there is a tie. The President - as a direct representative of the people - would have their vote counted in the non-Council vote. This creates separation between the Council positions and the power of the People.

Article 4: Matters of Security

Until further notice, the rulings of the Federation and individual cities are to be carried out by the citizens of the cities and Federation. No federal police force exists, and all justice dispensed will be carried out by the people in a militia fashion.

Outer forces such as foreigners, cities, organizations or other nations may only be applied to dispensing justice if the power of the federation's own proves lacking.

This is all that is written for now, but it's a good outline to get crap done in the future.

Any town that wishes to join the federation must vote individually to approve the document, submit their application to be approved and then agree to abide by the laws laid out in the constitution. New Danzilona reserves the right to be the capital of the DZF, and as such, will be the first to vote on other town's applications.
