Hi guys, Treasurer here! Here's what I'm thinking we need to change about Article 12 in the Constitution before we go much farther. If you haven't read it go ahead and open the Constitution from the sidebar and take a look at it while we go down the list of sections and discuss revisions.
First off, 12.1 is a statement describing the Treasury, and I feel it should simply be moved into the description beneath the Act.
Now, 12.2 says:
The City manager will act as head of the treasury. He/She will monitor and keep records of its income and expenses. The City Manager may spend the city funds as they see fit so long as they remain within the standard categories of spending.
I'd rather it say that the City manager can appoint whoever they want to be treasurer for the month. It'd be like a president/vice president thing, where City Manager platforms would come with who they'd appoint as Treasurer. Thoughts?
Now Article 12.3 is very bulky as it tries to list out the things the Treasury can spend money on. We should void this entire section and replace instead with a simple Article that states before the Treasury can spend money on projects it must be put before citizens for a vote. If you thinks that too restrictive on Treasury power or you don't like it then maybe make it so only elected officials get to vote on projects, and the results are reported to the citizens.
12.4: Again falls under this previous revision.
12.5: Another description of how the Treasury will make money. It's unnecessary since the Plot Allocation law already states proceeds will go into the treasury, and any future laws that provide for the Treasury will be required to state so in their statutes. We can remove this section as well.
12.6: Again, too much focused on how the Treasury will operate. We could simplify all of it by just listing a description underneath the Act of what the treasury is. I mean, is anyone really going to call into question 12.6? It reads:
The physical treasury is to be a single large building. The town funds (if they are iron or diamond) will be held within it by using blocks of reinforced obsidian to contain them. Other, less valuable materials will go inside a diamond reinforced vault.
If someone points out that the Treasury is breaking this law, we've got more problems than just a government lawsuit on our hands. Does that make sense. I'd recommend removing Article 12.6 as well.
12.7: Describes personal storage rooms quite well. We'd just need to change City manager to Treasurer and I think this section can stay as is.
12.8:
To prevent the hoarding of money by the government, it is required that the town spends a minimum of 30% of its overall wealth on any given month.
No. The government should not be required to spend its money because then you're going to get some crazy ideas on how it should be spent. The Treasury should only spend money when a citizen proposes an idea or cause for the money to go towards, and everyone (or just the elected officials) vote on it. I don't care if that leads to hoarding, we don't need the government "filling a quota" of government spending.
12.9: This is fine, just make it so both the City Manager and Treasurer for the month have access to it.
12.10: Only problem I see is that we need to add Treasurer as well to this.
12.11: Fine as is.
12.12: This is troublesome. How do we share this information with the town but keep it from being known by griefers and the like? A post on the private sub would work for this, I guess.
12.13: This is good, the treasury should have a currency exchange.
12.14: Unnecessary.
Once we hear from you I'll bring the discussed and revised Addendum to a vote.
