The following bill has PASSED into law. With an unfortunately tiny minority of the city voting democratically to decide the fate of this act, it went through by only one vote. This goes to show what a polarizing issue it has been. New Danzilona seems to be changing. It is certainly going places and as to where that may be, no one citizen can say as of yet. This has been something of a historic week for New Danzilona.

1: The New Danzilona Central Treasury is a government institution whose primary purpose is to collect and spend revenue to support city projects and necessities.

2: The City manager will act as head of the treasury. He/She will monitor and keep records of its income and expenses. The City Manager may spend the city funds as they see fit so long as they remain within the standard categories of spending.

3: Standard Categories of spending include;

supplying an official city militia or police with arms and armor, direct funding of a city militia or police, aid to other DZF towns if they are struggling, snitches for city use, vault creation, providing reinforcements for public buildings, funding government lead co-ops, in order to ensure safety (non-military means) of NDZ citizens after attacks, supplying/funding town projects which are lead or approved by Infrastructure Representatives, supplying the general population with a basic minimum of equipment. The City Manager does not have to do all or even most of these types of spending but they are among the standard options.

4: If the City Manager wishes to spend on a non-standard project, they may propose this to the city people who would then vote to allow or veto the spending. A 3/5 vote approving of the spending will be required for it to go through. During a state of emergency the City Manger only needs unanimous support from the rest of the town government in order to make a non-standard transaction on behalf of the town.

5: Though much of the decisions on revenue would be left to the City Manager, regular sources would come from the sale of plots, donation, additional potential one-time fees on plots, and other town ventures.

6: The physical treasury is to be a single large building. The town funds (if they are iron or diamond) will be held within it by using blocks of reinforced obsidian to contain them. Other, less valuable materials will go inside a diamond reinforced vault.

7: A separate wing of the treasury will exist to provide a public service of personal storage for individuals. Each citizen has the option to be given/buy a room for their personal storage which will be secured and protected by all means necessary for only them to access. The City Manager may choose whether the treasury will charge anyone upon opening a storage room or not and the cost. However, whether they decide to charge for this or not, it must be done without discrimination.

8: To prevent the hoarding of money by the government, it is required that the town spends a minimum of 30% of its overall wealth on any given month.

9: The "NDZ Treasury" group is to be owned by the City manager at all times, with the Infrastructure Representatives being moderators. It is illegal for the Infrastructure Representatives may not add anyone to the group or even make transactions within the treasury at all under normal circumstances. They are in the group for the emergency purposes only.

10: The Infrastructure Representatives may intervene and regulate the treasury under the following conditions; City Manger is abducted, City Manager has gone inactive or absent, City Manager is deemed corrupt or insane with overwhelming evidence and a general public consensus.

11: Upon the end of their term in office everyone who is no longer in the town government must be kicked from the "NDZ Treasury" group so it can be passed on to the next administration (Ownership included).

12: It is the right of the people of NDZ to know the amount of Diamond and Iron that the government possesses at any given time, as well as where the funds are being used.

13: The treasury will also offer various currency exchange services to the public based on a rational discernment of what would be among the appropriate and plausible exchangeable currencies.

14: To amend the list of Standard Categories of Spending in Section 3 only a 51% majority vote is generally needed. These amendments can be vetoed by the City Manager however, but are immune to veto if they have 2/3 majority support.

It is now up the town government to start efforts to implement this system. It is unlikely that it will happen quickly but there is a certainty that The New Danzilona Central Treasury will come to be in the near future.
