A lottery makes no sense. The analog here is a restaurateur paying more rent for prime real estate bc “location location location.” Ideally, those that want to compete for equivalent space would save some earnings over time via vending in more affordable spaces and then pay to obtain primo positioning.
I didn’t see any info on gross or net income here, but that’s critical information if we’re going to determine how ridiculous this permitting fee is. It sounds like an obscene amount to me, but I have no perceptual anchor for that assumption so it is meaningless.
