Increasing homeless population especially around 75

I just moved back here from the Seattle area (which has a totally out of control homeless situation) and some of the things I've seen have honestly shocked me. Pretty sure I saw a woman shooting up into her toes on the sidewalk near Central Market (off Greenville and Lovers.) There are also homeless encampments and panhandlers under several areas of 75, the most populated of which seems to be on Forest. I have lived here on and off most of my life and I've never seen it like this before.

I am very concerned with this and I want to know the community's thoughts on this issue.
