Need advice for this situation

A few months ago, my neighbor RV caught on fire and caused some damage to the surrounding of our house(gate/fence dmg, rooftop dmg, some dmg to the side of the house). With that being said, yes the house has insurance but my neighbor house doesn't. I've talked to the guy and asked him to pay atleast for the damages done, atleast some of it, he basically is saying no.

I visited the Civil Court building in downtown, I was told, I have to pay 400$ for the court case but my neighbor isn't forced to attend and if he doesn't, he basically wins the case meaning he wouldn't have to pay.

Has anyone been in a situation like this? Any advice, suggestions?
