Live near a park & notice there’s always a car parked there at night, possibly someone who’s homeless. Wondering if I should do something.

I live next to a small park. I started walking daily and have noticed a car is always parked with a young guy sitting inside. I’ve seen the car before but didn’t walk as often & I like sitting in empty parking lots from time to time so didn’t think anything of it. Now I’m wondering if maybe they’re homeless. It’s a quiet and relatively safe neighborhood so I can’t blame them. Wondering if maybe I should approach them and offer some help?? I can’t house them but could provide food, safety kits & stuff. I camp & have some warm clothes so maybe that too.

Should I approach them or just let it be? Is there someone I could call that’s not the police?
