3 year old won't go to sleep

Hey Dad, my three year old won't fall asleep until 10pm on weeknights. I get home at 5pm and make dinner for her and 6yo. We start bedtime at 6:30pm with screens off, pjs, final snack, water, teeth, reading for about a half hour to an hour. It's just me and them. 6yo is tired and sleeping by 9/ 9:30 but little one just won't sleep till 10. With school they should both be asleep by 8. They used to go to sleep at 8 before I went solo a year ago. What do I do?
