Help with my dachshund hair

My little one is a long haired dachshund I brush her once a week and I just found giant Mats behind her ears I never realised them and now feel horrible I have tried to brush them and cut them out but she is a wiggly little girl
Does anyone have recommendations on how to stop this or what is the best way to remove them as I don’t want to shave her coat!
